Our Client, the Ministry of Lands, Housing and Human Settlements Development(MLHHSD) with support from Development Partners including UK Department for International Development Agency (DFID), Swedish International Development Cooperation Agency (SIDA) and Danish International Development Agency (DAN IDA) has launched the Land Tenure Support Programme (LTSP) to address some of Land Administration Challenges in the Country. The Programme will take three years focusing on: (a) enhancing transparency and benefits of large scale land deals, (b) policy and institutional development, and (c) land tenure regularization. In order to achieve these goals, MLHHSD is seeking to recruit open-minded, self-driven, hardworking, self-motivating, results oriented individuals of high integrity and possess good interpersonal communication skills to play a critical role in supporting the Ministry in the achievement of its Vision and Mission.
In pursuit of these objectives, MLHHSD invites dynamic and innovative candidates to submit their applications for the following positions at the Land Tenure Support Programme (LTSP).

Team Leader, Institutional &Policy Development (1 post)

Reporting to the Programme Coordinator, the Team Leader Institutional & Policy
Development will be responsible for managing the process of institutional and policy/legal development and monitoring of the Land Tenure Regularization (LTR) and land administration processes.

Key Duties and Responsibilities
Oversee the process of discussing, assessing and testing possible models of benefit-sharing; review dispute settlement procedures and associated institutional arrangements; and promote participation and consultation on these issues by working closely with the Ministry;
Identify the nature of land disputes and organize structured discussion on institutional framework for resolving disputes by working closely with departments in the Ministry of Lands and Ministry of Justice and Ministry of Constitutional Affair's
Identify appropriate composition, structure and terms of reference for multi- stakeholder group and resource requirements for its effective operation;
Produce and implement an Action Plan on any changes to improve institutional management and capacity building needs;
Produce and implement an Action Plan on resolving inconsistencies between pieces of legislation; implications for government's investment strategy and benefit-sharing models identified; implications for land acquisition procedures clarified and made accessible to all;
Provide advice and support establishment and monitoring of two or more benefit-sharing models;
Support the Multi-stakeholder group, establishment including appropriate ancillary support for Civil Society Organizations (CSOs);
Ensure that procedures for identifying land available for private investment provide models for greater benefit sharing, settlement of disputes based on participation and consultation;
Follow and analyze the process for the issuing Village land certificates (VLCs),
Certificates of Customary Right of Occupancy and participatory development of Village Land Use Plans (VLUPs) in two districts; and
Promote appropriate procedures for village-led, democratic and accountable identification of land availability.

Minimum Qualifications arid Experience
A degree in Economics, Law or its equivalent from a recognized institutions;
At least 7 years of experience from work, related to legal/policy frameworks,
Institutional development and Rural development;
Proven experience in' working with Central and Local Government Authorities;
Extensive experience from policy and legal analysis and development of policy briefs/comparative studies and knowledge exchange;
Experience from community based land tenure administration;
Experience from dispute settlement procedures;
Experience from participatory consultative processes;
Knowledge of legal/policy framework in Tanzania in relation to land and land administration;
Knowledge of institutional framework;
Understanding of link between land and investment issues;
Knowledge of comparable legal and institutional frameworks in other relevant countries desirable; and
Computer literate.
