Recruitment of a Chief Operating Office for UDA Rapid Transit

Our client UDA Rapid Transit was formed in 2014 in order to provide accessible, safe and quality passenger transport services to customers in an efficient and cost effective manner. With a vision to be the largest regional road passengers transport operator in cities and towns of Eastern, Southern and Central Africa, linking regions and districts and connecting countries. The Company has recently been awarded the right to operate the Dar es Salaam Bus Rapid Transit (DART Project) they therefore wish to employ a Chief Operating Office to assist the Company in achieving its goals.
Roles & Responsibilities
Chief Operating Officer

The Chief Operating Officer will report to the CEO.
Summary of Key Duties and Responsibilities:
The Chief Operating Officer will be accountable and responsible for, among others to:
•Plan, direct and evaluate the operation of all functions of the Transportation and Maintenance Division;
•Develop, and implement controls to guard against revenue spillage and ensure that our workshops are properly managed to ensure that our buses are optimally utilized by spending more time on the road;
•Develop, establish, and direct execution of operating policies and procedures to support overall company policies and objectives;
•Support the CEO in executing UDA RT’s expansion in other cities and other sectors;
•Manage UDA RT’s revenue and expense goals, day-to-day operations and the continued development and advancement of staff;
•Ensure that UDA RT’s buses are operated efficiently and economically;
•Establish and monitor performance-reporting systems (i.e. track performance against goals, ensure workshop and depot managers provide quality regular reports, and provide regular updates to the CEO and the CFO;
•Regularly evaluate operating procedures and create centralized best practices within different depots to ensure uniform performance throughout the company; and
•Hire, train, motivate, direct, coach, evaluate and retain high performers at every level. 
Requirements
Qualification and experience required:
•Bachelors/Master’s degree in Business studies;
•Proven track record (at least 7 years of experience), with three years in a leadership position with experience in general management in a passenger transport operation, fleet management, workshop management and/or budgetary oversight;
•Experience working with a large and unskilled/semiskilled workforce;
•Thorough understanding of passenger bus operations and working knowledge of engines and vehicles at large;
•Must be willing to spend at least 75% of the time at the workplace (roads);
•Experience and working knowledge of budgeting, business development, and strategic planning;
•Distribution and partnership development experience preferred;
•Multi-site management experience in the fleet management and passenger transport service; and
•Successful experience in managing large passenger transport operations, large fleet management, strategic planning.
