POSITION DESCRIPTION:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 with Head quarters in New York, the IRC operates in more than 40 countries worldwide, offering lifesaving care and life-changing assistance to individuals/communities forced to flee from war or disaster. The International Rescue Committee (IRC) has been operating in Tanzania since 1993, particularly in the Northwestern Tanzania (Kigoma region).
In response to the influx of Burundian refugees into Tanzania, the IRC is scaling up its health response in the Kasulu and Kigoma regions. The health team will be managing health clinics/posts in entry points and reception centres, helping support government facilities to manage the influx within existing structures, and implementing primary health care within a new camp. The Nurse Manger positions will have oversight of staff within these facilities, will provide targeted capacity building, and direct nursing care, over a period of 6-12 months.
The Nurse Manager will work to ensure the improved quality health care and wellbeing for patients within our facilities in collaboration with expert logistics, WPE, Reproductive Health, and Environmental Health personnel. The IRC will adhere to the highest standards of care, in-line with MOH protocols, for patients under our care.
The IRC will prioritise registered nurses who are immediately available for 6 months.
SPECIFIC RESPONSIBILITIES:
The responsibilities of the Nurse Manager include but are not limited to the following:
Supervise Liberian nurses and nursing assistants in administering treatment, monitoring patients, charting work, feeding and bathing patients, and communicating compassionately and informatively to patients and families
MAIN DUTIES:
The Nurse Manager is responsible to ensure follow up of PHC and Reproductive Health activities:
• Supervise the nurses and nursing assistants working within the IRC facilities in administering treatment, monitoring patients, charting work, feeding and bathing patients, and communicating compassionately and informatively to patients and families
• Model the highest standards of care particularly for complicated patients through best clinical practices and on-the-job training
• Ensure proper PHC protocols and Clinical Management of patients, in accordance with MoH/WHO standards are in place (including Outpatient, In-patient, ANC, PNC, IMCI, EPI, Mother and neonatal health), and that standards for quality of care are upheld
• Support the counselling and provision of Family Planning
• Support counselling and treatment for STI screening
• Ensure that the highest standards of clinical care survivors sexual assault is upheld in collaboration with the RH and GBV teams
• Support post abortion care
• Provide capacity building/training of national clinical staff in line with assessed needs
• Ensure that the reporting and surveillance systems are maintained and strengthened at the facility level
• Ensure that average consumption rates of medical supplies and drugs are calculated correctly and supplied to logistics teams in a timely manner
• When appropriate, ensure that public health systems within the community are strengthened in line with existing community health structures (community health workers, etc.)
• Strengthen triage and referral procedures in-line with established protocols.
• Carry out other duties as identified by the needs of the programme.

Qualifications, Skills and Experience:
Person specification
The ideal candidate will be a registered nurse and/or midwife who has nursing experience in emergencies, with demonstrated and repeated experience working in field environments or with refugee programming.
• Bachelor or equivalent in Nursing or Midwifery, MPH and/or Reproductive Health specialization an advantage
• Minimum of 3 years related program management and/or nursing experience in emergency/refugee settings; direct services experience and previous work in health programming with iNGOs.
• Experience in responses in Africa, particularly East Africa, a strong advantage
• Strong leadership, management, planning, analytical, interpersonal, and communication skills
• Ability to live and work in stressful and insecure environment;
• Excellent initiator, able to manage multiple tasks
• Able to work under pressure and good at timely decision making.
• Competent in Microsoft Office, Word and Excel
• Knowledge and/or experience in conflict management, protection, or other related field
• Excellent professional approach and strong team building skills.
• Strong coordination and representation skills and well versed in convincing and clarification of views and points.
• Previous cholera experience an asset
• Knowledge of Swahili, Kirundi, and French an asset
