Plan has been working in Tanzania since 1991, supporting children and communities to gain better access to health, education, water, sanitation and hygiene, livelihoods and protection through five Country Programs. Plan works with children, their families 'and communities to implement programmes at grassroots level.

PROJECT NAME: EC CHILD MARRIAGE & FGM

Plan International and Children's Dignity Forum are commencing an exciting EC funded project to end child marriage and FGM in Tarime district of Mara region. The project is for 2 years and will include working with Tanzania Football Federation to engage men and boys in challenging gender norms, as well as girls, boys and communities to reduce such harmful practices towards girls. It will commence on 1st March 2015.

PROJECT COORDINATOR (1 POSITION BASED IN TARIME DISTRICT,
MARA)

Job Purpose: To ensure the timely and quality implementation of the EC funded project on ending child marriage and FGM in Tarime district.

Job requirements:
Successful implementation of the project to achieve set outcomes
Development and maintenance of positive relations and communication with implementing partner, Children's Dignity, Forum, authorities in Tarime district and Tanzania Football Federation.
Support project team/partners in timely and appropriately available of resources e.g. budget, capacity building, equipment and supplies
Maintaining good donor relations with the European Commission as well as Plan's supporting office in the UK
Production of regular and high quality 'project narrative & financial reports as required by the donor and Plan UK.
Successful implementation of al program activities based on the approved work plan
Leading and supporting project staff of partner agency, Children's forum, effectively

Monitoring and Evaluation (M&E), Reporting and Documentation
Develop project level monitoring plan and monitor activities

Budget control - track program spending, provide timely and regular updates in M & E systems, analyze deviations and take corrective action as needed.
Establish data based project activities in project office as well as partners and update regularly
Conduct monitoring and evaluation of the project activities using program quality assessment tools

Ensure age and sex-disaggregated data is provided and analyzed during situation assessments, monitoring, reviews, reporting and documentation
Prepare project implementation reports as per requirement of donors and project on a timely manner

Organize periodic review and reflection workshops/meetings to review project plan and strategies and document learning and evidences.

Coordination and program collaboration
Build and maintain working relationship with project team, partners and relevant stakeholders

Represent Plan at the district/regional level and maintain contact with other Government departments, NGOs, communities and visitors as required
Organize critical review and reflection meetings periodically to share plan, progress, issues and way forward
Share project level program learning, best practices and experiences in different forums
Represent Plan in external and internal forums
Build working relationship with organizations working on girls' and women's issues.

Qualifications and experience
Education - University' degree in Social work / community development social science/ development studies; Master level preferred .

Training - key exposure to courses on: Project management, Child protection, Gender equality, Monitoring and evaluation, partnership management; Human Rights Conventions, CRC and CEDAW
Experience - minimum three years' demonstrable experience in community and/or International development including management 'experience, including strong experience in project management, specifically involving design and management of community development projects, Child rights / Gender based Violence; experience in managing an EC program or other multi-year grants-based program implementation.

Skills specific to the post
Strong project management skills, Possession of good report writing skills, Strong negotiating, facilitating and influencing skills
Strong community facilitation skills, Good planning and management skills
Proficient in use of relevant corporate applications
Cultural sensitivity i.e. building and working effectively within a diverse working environment
Able to work with complexity and ambiguity
