
(i) To issue Loans, Grants and Scholarships to Eligible and Needy Tanzanian Higher Education Students;
(ii) To keep Records of beneficiaries of those funds and amounts issued to them;
(iii) To collect Repayments for all Loans issued to Students since 1994 so as to Re-lend the collected funds to other Eligible and Needy Tanzanian Students;
(iv) To Maintain collaboration and Networking with Key-Stakeholders including Higher Education Institutions (HEIs), Employers and Loans Beneficiaries;
(v) To advise the Government on matters relating to issuance of Loans, Grants, Scholarships and Recovery of Loans;

1.0 ASSISTANT DIRECTOR INFORMATION AND COMMUNICATION TECHNOLOGY ( HESLB SCALE 12.0) 1POST
1.1 Qualifications and Experience
(i) Holder of Masters Degree in Information and Telecommunication Technology (ICT) or Computer Science/ Computer Engineering;
(ii) Holder of Bachelors Degree in Information and Telecommunication Technology or Computer Science/ Computer Engineering;
(iii) At least six (6) years work experience in a Senior Position in Information and Telecommunication Technology or Computer Science/Computer Engineering, in a reputable Organization.
1.2 Duties and Responsibilities
• To advise his/her Director on matters regarding Information Communication Technology or in Computer Science/Engineering ;
• To ensure that, the Board is fully computerized using the best available Information and Communications Technology;
• To design and advise on appropriate computer programmes that suit the Board`s operations;
• To analyze and recommend integrated ICT Architecture ;
• To ensure proper installation of Computer Systems, Local Area Networks;
• To advise on appropriate Hardwares and Softwares;
• To develop and maintain ICT Operational Manuals;
• To Administers Local and Wide Areas Network (LAN/WAN);
• Overall administration of the HESLB computer systems;
• To provide ICT Support to user Divisions/Sections of the Board;
• To Maintain and Administer the Back-ups for all ICT operations of the Board;
• To ensure existence of maximum security to the Board’s Computer Systems;
• To take custody of Source Codes for all computer softwares;
• To provide Internal and In- House training on ICT to Staff of the Board;
• To develop and maintain Hardware and Software Security Policies;
• To establish and maintain a sound Disaster Recovery Plan on ICT at the Board;
• To ensure timely service to computer Hardwares;
• To supervise and prepare of Periodical Progress Reports on ICT and
• Performs any other duties assigned by the Director Planning, Research and ICT.
1.3 Personal Attributes

The programme advisors will work under the guidance of the programme manager. They will be responsible for quality control and follow up of the programmes implemented by our 9 partner organisations.
