Recruitment of a Head of Human Resources and Administration for UDA Rapid Transit

Our client UDA Rapid Transit was formed in 2014 in order to provide accessible, safe and quality passenger transport services to customers in an efficient and cost effective manner. With a vision to be the largest regional road passengers transport operator in cities and towns of Eastern, Southern and Central Africa, linking regions and districts and connecting countries. The Company has recently been awarded the right to operate the Dar es Salaam Bus Rapid Transit (DART Project) they therefore wish to employ a Head of Human Resources and Administration to assist the Company in achieving its goals. 
Roles & Responsibilities
The Head of Human Resources & Administration will report to the CEO.

Summary of Key Duties and Responsibilities:
The Head of Human Resources & Administration will be accountable and responsible for, among others to:
•Develop UDA RT ‘s HR strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to UDA RT’s strategic thinking and direction; establishing human resources objectives in line with UDA RT’s objectives;
•Implement human resources strategies including talent acquisition, staffing, employment processing, performance management, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, compliance, and labour relations; and implementing change;
•Estimating, forecasting, and anticipating people requirements;
•Updating HR policies, procedures, methods, and guidelines; communicating and enforcing UDA RT’s values;
•Provide guidance to all employees on issues of compliance with local legal requirements;
•Manage the company benefits programmes including medical allowances, bereavement policy and procedures and other benefits that UDA RT provides to employees;
•Manage day to day running of the offices, staff welfare (parties, funerals, etc) and compliance (Health & Safety, insurance, & other local & central government by/laws); and
•Ensure that all employees are insured under appropriate covers, monitor workers' compensation claims and work with the contracted Insurance providers to manage claims. 
Requirements
•Bachelors/Master’s degree in Human Resources or Organisational/Industrial Psychology;
•Minimum of 7 years’ experience in Human Resources and at least 3 years in management position;
•Able to work to deadlines and adapt to changing conditions ability to generate effective and pragmatic solutions to new situations and problems as they are presented;
•Demonstrate an understanding of personalities and behavioural styles in order to work collaboratively with a variety of people and to make informed decision around resourcing, reporting structures and relationships;
•Strong working knowledge of employment law issues and the ability to apply these to a variety of situations using a pragmatic and common sense approach;
•Familiar with best practice processes and experienced in coaching managers through this and leading where necessary; and
•Commercial acumen - has a good overall understanding of company finances and uses this information to push back and support managers in resource and succession planning.
